Dr. Mike Bowman is currently an Assistant Professor of Telecommunications System Management at Murray State University where he teaches graduate and undergraduate courses in Telecommunications, Information Assurance, and Computer Science. He retired from the United States Army in 2005 at the rank of Colonel after 26 years of service. From 1993 to 2005 his primary responsibility was the management of large scale research, development, and acquisition programs for military communications, command and control, and intelligence systems. COL Bowman’s last active duty military assignment was as Project Manager for Night Vision /Reconnaissance, Surveillance and Target Acquisition (PM NV/RSTA). As PM NV/RSTA he managed $2B in 21 programs with 3 subordinate Product Managers, and deployed to Iraq in support of Operation Iraqi Freedom.

Dr. Bowman’s fields of expertise include C4ISR systems; information assurance; telecommunications and networking; artificial intelligence and knowledge engineering. Dr. Bowman earned a PhD in 2002 from George Mason University with study and research for the Defense Advanced Research Projects Agency investigating advanced methods in artificial intelligence, knowledge engineering and intelligent agents for real-world, complex problem solving in the military domain.

Dr. Bowman is the Chair and project leader for the North Atlantic Treaty Organization Information Systems and Technology workgroup investigating Tactical Communications in Urban Operations (IST 067). He is the Principle Investigator for a U.S. National Science Foundation grant to align university computer, network, and information security courses with Federal Information Assurance education guidelines; and he is a participant in a Department of Homeland Security research project investigating mobile information systems and communications for emergency management and crisis response. His publications include articles in AI Magazine, Military Review, and Crosstalk; book chapters on the development of intelligent agents; and a variety of papers in conference proceedings and professional journals. Dr. Bowman is a member of AAAI, ACM, AFCEA, AUSA, IEEE, and ITERA.
